Educational Qualification:
(a) A candidate for the Indian Economic Service must have obtained a Post-Graduate Degree in Economics/Applied Economics/Business Economics/Econometrics from a University incorporated by of an Act of the Central or State Legislature in India or other Educational Institutes established by an Act Parliament or declared to be deemed as University under Section 3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Government from time to time.

(b) A candidate for the Indian Statistical Service must have obtained a Bachelor's Degree with Statistics/Mathematical Statistics/Applied Statistics as one of the subjects or a Master's degree in Statistics/Mathematical Statistics/Applied Statistics from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutes established by an Act of Parliament or declared to be deemed as University under Section 3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Government from time to time.

Fee: Candidates (excepting Female/SC/ST/PwBD candidates who are exempted from payment of fee) are required to pay a fee of Rs.200/- (Rupees Two Hundred only) either by depositing the money in any Branch of SBI by cash, or by using net banking facility of State Bank of India or by using Visa/Master/RuPay Credit/Debit Card.

Age Limit: A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, 2018 i.e he/she must have been born not earlier than 2nd August, 1988 and not later than 1st August, 1997. Age relaxation as per rules.

Civil Services (Main) Examination, 2017- declaration of Written Result

On the basis of the results of the Civil Services (Main) Examination, 2017 held by the Union Public Service Commission from 28th October, 2017 to 3rd November, 2017, the candidates with the under mentioned Roll Numbers have qualified for Personality Test for selection to the Indian Administrative Service, Indian Foreign Service, Indian Police Service and other Central Services (Group ‘A’ and Group ‘B’).

Candidature of these candidates is provisional subject to their being found eligible in all respects. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community, physical handicap and other documents such as TA Form, etc. at the time of their Personality Test. The formats of SC/ST/OBC and PH certificates and TA Form, etc. can be downloaded from the website of the Commission. They are, therefore, advised to keep the said documents ready with them.
Personality Test of these candidates is likely to commence from 19th Feb, 2018. Personality Tests will be held in the Office of the Union Public Service Commission at Dholpur House, Shahjahan Road, New Delhi-110069. The e-Summon Letter of Personality Test of candidates being called for Interview may be downloaded from the Commission’s Website http://www.upsc.gov.in from 18th Jan, 2018. The candidates who are not able to download e-Summon Letter for Personality Test, should immediately contact the office of the Commission through letter or on Phone Nos. 011-23385271, 011-23381125, 011-23098543 or Fax No. 011-23387310, 011-23384472. No paper Summon Letters will be issued for the Personality Test/Interview by the Commission. The date and time of Personality Test will not be intimated to the qualified candidates individually.

No request for change in the date and time of the Personality Test intimated to the candidates will be entertained.

At the time of filling up of Detailed Application Form (DAF), Cadre Preferences were not obtained from the candidates qualified for Civil Services (Main) Examination, 2017 and it was inter alia mentioned in Column 18 of DAF that the Revised Cadre Policy was under consideration in the Government (Department of Personnel & Training) for the All India Services. The Government has since issued the Cadre Allocation Policy on 05.09.2017, which is available on the DoP&T’s website. In accordance with this Revised Cadre Allocation Policy all the candidates, who have qualified for Personality Test (Interview), are requested to fill up the Addendum to DAF Online for submitting their Zones & Cadre Preferences. The Addendum to DAF will be made available on the Commission’s website from 16/01/2018 to 29/01/2018 (06:00 P.M.). Candidates are advised to visit the website of Department of Personnel & Training at the link http://persmin.gov.in/AIS1/QrvCA.asp for perusing the Cadre Allocation Policy-2017. They are also advised to go through the details of the Cadre Allocation Policy 2017 extremely carefully before submitting their preferences for Zones as well as Cadres there under. The preferences once opted and submitted cannot be modified or changed at a later stage. Therefore, the candidates are advised to exercise due diligence while filling up the preferences for Zones as well as Cadres there under. If a candidate fails to submit the Addendum to DAF by last date/time, it will be considered that the candidate has no preference to make for Zones & Cadres and no request shall be entertained in this regard.

No request for any type of change/modification of information already supplied in DAF would be entertained by the Commission. However, wherever necessary the candidates are advised to notify changes in their address/contact details only, if any, to the Commission immediately through letter, email (csm-upsc@gov.in) or Fax at numbers indicated above within 7 days of publishing this Press Note.

All the qualified candidates are required to fill up the Attestation Form online and submit the same ONLINE which would be made available on the website of the Department of Personnel & Training from the 19th Feb, 2018 till the conclusion of Personality Test (Interview) on the link http://persmin.gov.in/AIS1/WelcomeCSE.asp. Therefore all candidates qualified for the Personality Test (Interview) are advised to fill it up online within the prescribed time limit. The marks sheets of candidates who have not qualified, will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website for a period of 60 days.

(ii) For Indian Naval Academy—Degree in Engineering from a recognised University/Institution.
(iii) For Air Force Academy—Degree of a recognised University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.

Age Limit:
(i) For IMA—Unmarried male candidates born not earlier than 2nd January, 1995 and not later than 1st January, 2000 only are eligible.
(ii) For Indian Naval Academy—Unmarried male candidates born not earlier than 2nd January, 1995 and not later than 1st January, 2000 only are eligible.
(iii) For Air Force Academy— 20 to 24 years as on 1st January, 2019 i.e. born not earlier than 2nd January, 1995 and not later than 1st January, 1999 (Upper age limit for candidates holding valid and
current Commercial Pilot Licence issued by DGCA (India) is relaxable upto 26 yrs.

Note: Candidate below 25 years of age must be unmarried. Marriage is not permitted during training. Married candidates above 25 years of age are eligible to apply but during training period they will neither be provided married accommodation nor can they live with family out of the premises.

(iv) For Officers' Training Academy—(SSC Course for men) unmarried male candidates born not earlier than 2nd January, 1994 and not later than 1st January, 2000 only are eligible.
(v) For Officers' Training Academy—(SSC Women Non-Technical Course) Unmarried women, issueless widows who have not remarried and issueless divorcees (in possession of divorce documents) who have not remarried are eligible. Note.1 : Applicants who opt for "Pay by Cash" mode should print the system generated Pay in-slip during Part-II registration and deposit the fee at the counter of SBI Branch on the next working day only. "Pay by Cash" mode option will be deactivated at 11:59 PM of 03.12.2017 i.e. one day before the closing date. UPSC Advt No 17/2017 for Various Vacancies: Union Public Service Commission (UPSC) has issued notification for Various Vacancies.

Selection Process: 

The category-wise minimum level of suitability in interviews, irrespective of whether the selection is made only by interview or by Recruitment Test followed by an interview, will be UR-50 marks, OBC-45 marks, SC/ST/PH-40 marks, out of the total marks of an interview being 100. 
In cases where the selection is made by Recruitment Test (RT) followed by the interview, the candidate will have to achieve a minimum level of suitability in their respective category at both stages i.e. ‘Recruitment Test’ as well as ‘Interview’. The minimum level of suitability in the case of RT shall be decided by the Commission on the case to case basis. 

Application Fee: Candidates are required to pay a fee of Rs. 25/- (Rupees Twenty five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card. No fee for SC/ST/PH/Women candidates of any community. No "fee exemption" is available to OBC male candidates and they are required to pay the full prescribed fee. Applications without the prescribed fee would not be considered and summarily rejected. No representation against such rejection would be entertained. (d) Fee once paid shall not be refunded under any circumstance nor can the fee be held in reserve for any other examination or selection. 

How to Apply: Candidates must apply online through the website http://www.upsconline.nic.in. Applications received through any other mode would not be accepted and summarily rejected. Candidates must upload documents pertaining to educational qualifications and experience (preferably in the prescribed format), if any, as claimed in the online application, in a single pdf file in such a way that the file size does not exceed 2 MB and is legible when a printout is taken. For that, the applicant may scan the experience certificate in 200 dpi grey scale. Documents like Pay Slip, Resume, Appointment Letter, Relieving Letter, Unsigned Experience Certificate etc. must not be uploaded in the Document Upload Module.

Weightage to General Studies in UPSC 

The changes in the syllabus of Civil Services (Prelims) took place from Civil Services Examination (CSE), 2011 followed by changes in the Civil Services (Main) from CSE 2013 in which four papers of General Studies carrying 250 marks each were included. Thus General Studies is having 1000 marks out of 1750 marks in written part of examination. From CSE 2015 onwards, the General Studies Paper-II of the preliminary examination was made qualifying with minimum marks fixed at 33%. Further, UPSC has constituted an Expert Committee under chairmanship of Shri B.S. Baswan to comprehensively examine the various issues, raised from time to time regarding the CSE, with respect to the eligibility, syllabus, scheme and pattern of the Examination vide notice dated 12.08.2015. The report of Baswan Committee is currently under the consideration of the UPSC and the recommendations of the UPSC on the report are yet to be received. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, Dr. Jitendra Singh in written reply to a question by Shri Ramsinh Rathwa in the Lok Sabha today.

in Note 2 below who are exempted from payment of fee) are required to pay a fee of Rs. 100/- (Rupees one hundred only) either by depositing the money in any Branch of SBI by cash, or by using net banking facility of State Bank of India/State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/State Bank of Travancore or by using Visa/MasterCard Credit/Debit Card.

Selection Process : Two-stage selection procedure based on Psychological Aptitude Test and Intelligence Test has been introduced at Selection Centres/Air Force Selection Boards/Naval Selection Boards. All the candidates will be put to stage-one test on first day of reporting at Selection Centres/Air Force Selection Boards/Naval Selection Boards. Only those candidates who qualify at stage one will be admitted to the second stage/remaining tests. Those candidates who qualify stage II will be required to submit the Original Certificates along with one photocopy each of : (i) Original Matriculation pass certificate or equivalent in support of date of birth, (ii) Original 10+2 pass certificate or equivalent in support of educational qualification.
