Material leading to selection of candidates not personal

TNSIC orders varsity to share information sought by petitioner

In a significant order, the Tamil Nadu State Information Commission (TNSIC) has held that disclosure of material leading to the appointment of candidates in a competitive selection process would only justify a larger public interest.

The case arises out of a petition by V. Gajendran who was an applicant for the post of Assistant Professor in the Manonmaniam Sundaranar University, Tirunelveli.

He sought scrutiny of the score and qualification of each candidate who applied for the post to enable him to compare his credentials with those of the selected candidates.
The commission disagreed with the argument of the Public Information Officer that the detail sought by the petitioner was “personal information” relating to selected candidates.

Directing the varsity to share the list of selected candidates, details of papers presented in national/international seminars and information on academic visits made abroad, State Chief Information Commissioner K. Ramanujam said “the requirement of transparency in this matter would justify larger public interest in respect of the selected candidates vis-a-vis the rejected candidates... publications are in journals that can be scrutinised by anybody.”

The marks and qualification details of other candidates could be held exempted under Section 8(1)( j) of the Right to Information Act. “However, in the case of selected candidate the element of larger public interest arises warranting the information to be given to ensure that there was no favouritism in the selection...”

However, the commission said it was not inclined to entertain the request of the petitioner as regards seeking names of members of the interview panel.

Mr Ramanujam cited a Supreme Court ruling in the CBSE vs Aditya Bandhopadhyay case which states that the names or particulars of examiners/coordinators/scrutinisers/head examiners were exempted from disclosure under Section 8(1)(g) of RTI Act on the ground that if such information were to be disclosed it might endanger their personal safety.

Justice Dipak Misra to be next Chief Justice of India

Justice Dipak Mishra will be the next Chief Justice of India.
The Union government on Tuesday appointed Justice Dipak Misra as the next Chief Justice of India.

He will be replacing incumbent Justice J S Khehar, who is set to retire on August 27. It was Khehar who had recommended Misra's name to succeed him as the next Chief Justice of India.

Justice Misra will be sworn in as the 45th Chief Justice of India by President Ram Nath Kovind on August 27.

The 63-year-old CJI-designate is the senior-most judge of the Supreme Court after Justice Khehar. He will be the third person from Odisha to be appointed the Chief Justice of India, after Justices Ranganath Misra and G B Pattanaik.

NEW DELHI:  Tamil Nadu Public Service Commission (TNPSC) today released the TNPSC Group 2 official answer key for the written exam conducted on August 6. The answer key of the TNPSC Group 2 exam can be accessed from the official website of the commission. The candidates who are searching for the official TNPSC Group 2 answer key may log on to www.tnpsc.gov.in and download them right now. To download the official TNPSC Group 2 answer key, the candidates may follow the steps given in this article. The TNPSC group 2 exam is also known as Combined Civil Services Examination-II, 2017 - 2018 (Non Interview Posts).


The TNPSC Group 2 written examination was held in more than 2500 on August 6 from 10:00 am to 1:00 pm. TNPSC had earlier notified vacancies of 1,953 posts and according to the reports in Tamil media, 7.5 lakhs candidates have applied these.

Representations received after 16th August 2017 will receive no attention," said the answer key notification on TNPSC website.



The TNPSC group 2 written exam consisted of a single paper of objective type questions with General Studies - Degree Standard - (75 questions), Aptitude and Mental Ability Test - SSLC Standard - (25 questions) and General Tamil / General English - SSLC Standard - (100 questions). In total there were 200 questions and the candidates were given 3 hours to answer.

The questions were for a total of 300 marks and TNPSC had se 90 as minimum qualifying marks for selection for all communities.

(i) For I.M.A. and Officers’ Training Academy— Degree of a recognised University or equivalent.
(ii) For Indian Naval Academy—Degree in Engineering from a recognised University/Institution.
(iii) For Air Force Academy—Degree of a recognised University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.

Age Limit:
(i) For IMA—Unmarried male candidates born not earlier than 2nd July, 1994 and not later than 1st July, 1999 only are eligible.
(ii) For Indian Naval Academy—Unmarried male candidates born not earlier than 2nd July, 1994 and not later than 1st July, 1999 only are eligible.
(iii) For Air Force Academy— 20 to 24 years as on 1st July 2018 i.e. born not earlier than 2nd July, 1994 and not later than 1st July, 1998 (Upper age limit for candidates holding valid and current

Note: Candidate below 25 years of age must be unmarried. Marriage is not permitted during training. Married candidates above 25 years of age are eligible to apply but during training period they will neither be provided married accommodation nor can they live with family out of the premises.

(iv) For Officers' Training Academy—(SSC Course for men) Male candidates (married or unmarried) born not earlier than 2nd July, 1993 and not later than 1st July, 1999 only are eligible.

Fees : Candidates (excepting Female/SC/ST candidates who are exempted from payment of fee) are required to pay a fee of Rs. 200/- (Rupees Two Hundred Only) either by depositing the money in any Branch of SBI by cash, or by using net banking facility of SBI, State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/State Bank of Travancore or by using Visa/Master Credit/Debit Card

Note.1 : Applicants who opt for "Pay by Cash" mode should print the system generated Pay in-slip during Part-II registration and deposit the fee at the counter of SBI Branch on the next working day only. "Pay by Cash" mode option will be deactivated at 11:59 PM of 07.09.2017 i.e. one day before the closing date.
